UK Ministry of Defence ‘Unfit for Purpose’

(Via Small Wars Journal) I’ve just been reading this blistering denunciation of the MOD ‘The MOD – Unfit For Purpose | Standpoint.Online’ written by an anonymous uniformed staffer.

I am often asked why the MOD makes so many strange decisions and seems to care so little about the welfare of its personnel. People are surprised to read about expensive computer systems that fail to pay service members their proper salaries — or pay them late. Some are shocked by the apparent dumping of severely wounded personnel from Afghanistan and Iraq into civilian hospital wards, remote from their regiments and families, or the massive contracts for systems that are delivered late and don’t work properly, or the strange failure to publicise genuine successes and minor victories achieved “against the odds” in Afghanistan and Iraq.

None of these scandals — or many others less well known — would surprise anyone who knows the MOD and what it has become.

Most people still believe that the MOD is essentially a military organisation. It is not. It is an organisation dominated numerically, culturally and structurally by civil servants and consultants, many of whom are unsympathetic to its underlying purpose or even hostile to the military and its ethos. You just have to spend a few days at the MOD before you realise that the culture there is not just non-military, but anti-military.

I’ve had relatively limited contact with the bureaucracy of the MOD myself so I’d not put myself forward as an expert witness. But the account squares with similar stories/gripes I’ve heard recently and I’m inclined to believe that the situation really is as bad as it is described.

I wonder, however, if there is a larger point here: it’s not just the MOD which is ‘unfit for purpose’ it’s the whole bureaucracy of government which is out of step with reality. Across the spectrum from education and health through defence and policing the state provides services which deliver minimal satisfaction at phenomenal expense. I think this is because state capacity and activity is still primarily generated and delivered through institutions designed for and operating under the cultural imperatives of another age. This is perhaps more obvious in the security sector than it is in others because war is the ultimate ‘reality check’. Highly-capable, transnational irregular adversaries increasingly operating in the cyber or ‘virtual’ environment have a vastly superior bang-for-buck ratio.

    In Lawrence Wright’s fine account of the events leading up to 9/11 (The Looming Tower), the FBI and the CIA are shown as each actively impeding the work of the other. It wasn’t just the famous Wall imposed on them, whereby intelligence types aren’t supposed to become involve in criminal investigations, but personal jealousies and hatreds.

    We’ve long been told (well, I’ve long been told!) that the comparative lack of a permanent government in the US rather insulates it from the UK situation in which civil servants more or less tell the elected leaders what to do. A newly elected American president brings in not a few dozen but thousands of fresh appointments.

    But this does not seem to be true of the FBI, CIA, and indeed the State Department. Like the British MoD, they each seem to have their own foreign policy (and theories of criminal justice, in the case of the first two).

    This has just appeared on the BBC:

    “Last month the MoD was heavily criticised by a review of its data procedures which warned that basic security discipline had been forgotten and there was “little awareness” of the danger of losing information.”

    This is as part of an article (http://news.bbc.co.uk/1/hi/uk/7514281.stm) in which it emerges that over the last 4 years 658 laptops have been stolen and 89 lost, along with 121 USB memory sticks. 32 of the laptops have been recovered.

    “The Mod said it has no idea on when, where and how the memory sticks were lost. “

    The truth is many of our government departments are ‘not fit for purpose’ and in the old days, it would be the ministers that took responsibility. Nowadays ministers describe their own departments as not fit almost as an excuse for poor management. Surely someone has to be responsible?

    It’s over 30 years since i left the army.

    Yes, we had our problems in those days – where all tyhe money went on big fancy whiz-bang hardware and a squadron of 150 squaddies had to put up with a Regimental stores that only had sufficient funding for 2 pairs of socks per squadron per month.

    And because of the exchange rate changes and the pound floating about you’d get a pay rise and end up with less German marks in your pay at the end of the month because the exchange rate had gone done as you were paid in sterling.

    However, things worked better than today- and bear with me here – because by and large the MOD and the government WAS run mostly to the Civil Service ethos of professionalism (if not Civil Servants) which is being inaccurately and wrongly blamed here

    The problem is NOT that the MOD and government – whether its education or health or whatever – is being buggered up by civil servants and the Civil Service ethos of professionalism of some kind of by gone age as is argued above. The problem is that the Civil Service ethos and the Civil Servants and the Civil Service way of doing things went out of the window years ago.

    The problems identifed are a result of Privatisation and the imposition of private sector management thinking, processess and its ethos into government and the MOD. Shed loads of cash is being thrown at military equipment and systems built and provided by private sector companies who have placements in government through the revolving door and in former public sector arms of the the MOD which have now been privatised.

    Lots of these systems don’t work; are not fit for purpose; run over budget; don’t get delivered etc. etc. Example after example could be sighted from the SLR replacement which did not work properly and was foisted on a reluctant military as a result of private sector placement that were allowed through the doors of government to lobby for the interests of their parent companies and the private sector way of doing things.

    A back trawl through some of Alex’s musings over at the Yorkshire Ranter blog is worth some time and effort to demonstrate some further examples of this.

    We have gone backwards to the era of the Somme, where squaddies were regarded as cannon fodder to enable arms manufacturers to make huge war profits from shite equipment at the expense of both peoples lives – those who joined up and the taxpayer who was fleeced by it.

    Things were not as bad during WW2 when the Civil Service ethos some would wrongly and inaccurately try to blame was running things.

    If the private sector and its managerialist ethops had been running things then – like they were in WW1 and today we’d have been up shit creek.

    It was the same with all the private sector operations – telephones, railoways, schools, electricity, gas etc. etc. They all had to be nationalised for the public good and the national interest because the private sector and its way of doing things were only interested in providing services for those who could provide sufficient profits for its satisfaction. those who could not did not get any service.

    War has always been a more profitable business then peace. I mean, look at the huge profits being made in Iraq from companies ripping off the US military and ultimately the US taxpayer.

    Trying to blame an approach and an ethos which is no longer there is just sticking ones head in the sand. Its an argument based not on reality but personal prejudice. Good Daily Heil style comfort food but it gets nowhere near resolving the problem because it refuses to recognise what the problem actually is.
